
Project CAPE wants to support schools as communities of continuous learners. These schools build shared responsibility for learning and in the process of continuous improvement use student performance data to experiment with new ideas, uncover problems, and monitor results. There are probably hundreds of models identifying the basic elements of continuous improvement and hundreds more models for planning and problem solving.
All of them relate to three basic questions: “Where are we?”, “Where do we want to be?”, and “How do we get there?” As you read the following “operating principles” with accompanying exhibits, consider how you are answering these core questions in your classroom, school, or school system.

The work of schools is complicated. There is no “one size fits all” or universal recipe to ensure success. In order to support schools’ efforts to succeed, Project CAPE offers a highly engaged process for those schools whose proposals are funded. We will maintain regular communication with every school and provide professional assistance to school leaders or improvement teams at the site or district level as needed or requested.
